How could we treat a person with spinal injury,who is senseless below chest and what can WHO do ?

Hi Im from Nepal. My brother is young aged 25. He lost his sense below chest in an accident on the way to Delhi. He had a spinal injury and can't walk or move his both legs, he uses wheelchair to move around. We are from week economical background eventhough we tried our best to give him the better treatement but till now no imporvement has been seem We took him to Delhi and Banglore too but the result the the same. Before 2 months we also tried herbal treatment but nothing progressed. We can't offord to give him international level treatement . So we are now planning to take help from rehabilition center and WHO, would it be the better decision? What WHO and other organizations can do to help such disable person .He have long life to survive but can't walk on his on his own . He has a son who only 3 years ,he can do nothing for his son's future and education .So please i need your suggestions and support to find some way to give him relieve so i have choosen this way. please help me
