After having surgery for vertabrau squashing spinal cord in neck why do i have pain in upper arms?

In any event, you may have post laminectomy syndrome, which means, among other things, "failed surgery."
the nerves that control your arms (and legs) go through your neck..both sensory and motor.
If it was a recent surgery, your spinal cord could still have temporarily damaged from the "squashing". Around your neck and shoulders is where the sensory for your arms is.
If it persists, talk to your doctor ASAP.
