After having surgery for vertabrau squashing spinal cord in neck why do i have pain in upper arms?

I'm guessing you had a cervical fusion?.or discectomy?

In any event, you may have post laminectomy syndrome, which means, among other things, "failed surgery."
the nerves that control your arms (and legs) go through your neck..both sensory and motor.
If it was a recent surgery, your spinal cord could still have temporarily damaged from the "squashing". Around your neck and shoulders is where the sensory for your arms is.
If it persists, talk to your doctor ASAP.
Ask your doctor, not us. This can be a very serious problem, and can get worse if not corrected.
Speak to your surgeon. S/he is the only one who knows precisely what was done.
Muscles can have knots (trigger points) that make them tight which in turn put pressure on nerves and other things causing pain.
Molasses - a couple of swigs or Bananas 1 or 2 - both contain magnesium and potassium for muscles.
