Its an interesting one because spinal manipulation is becoming more and more popular. The answer is that Chiropractors are the ONLY professionals who are legally able to use spinal manipulation as a form of therapy.
There are various Physical Therapists and Personal trainers who choose to do this outside of the law, but you should stay well away from these people because they are not trained to do so.
Any legitimate, certified personal trainer is not going to adjust your spine...at any time. Not their forte'. They are not licensed to do so and take the chance of being liable for any injury. Not a good idea at all.
