First, you should know that it is a Spinal Cord.

Do you mean the spinal cord? It's just nerves. And when you're tense, you may have some nerve reaction.

It's protected by your vertebrae. Spinal cord damage is a lot harder to acheive than it might seem.

If it's bothering you, you should really ask your doctor.
first off there are books and boooook on the spinal cord! anyway i'll try to give you some info about your questions!
in a tense situation, stressful situation, your body uses its "sympathetic response" (part of your autonomic nervous system) aka the "fight or flight" syndrome. where adrenaline (nor-epinephine) is secreted from your adrenal glands onto your blah blah basically yes you may feel what you call 'weakness' on your spinal cord and legs partially because your body is doin a ton of things chemically. the adrenaline causes your heart rate to go up, blood pressure to go up, etc. these changes can make you feel what you feel.
the role of the spinal cord itself is to transmit nerve impluses to receptor sites in the body. the spinal column (vertebrae or backbone) protects the cord.

keeping it safe, i think you mean how to protect it physically? well having strong core muscles, being healthy, all these type components help keep it from injury perhaps if you fall, or get into a car accident. other than that, nutrition will keep the bones strong on the inside and allow the body to function at its best.
there isn't a defiency in the body from what you feel. its is a natural reaction to a stimulus placed upon the body.

do whatever exercises that are good for you. depending on age, health, experience etc. would you know a more efficient exercise program.
diet as well depends on the above factors.
