Can cervical spinal stenosis cause numbness in the head?

it is a combination of tingling and pressure mostly on the lower back part of my head

It might. My uncle had lower back stenosis and it caused numbness in the lower extremities. He had surgery when he was 78 and did fine. Better check with your doctor.
