They can heal and mend, but they cannot regenerate. That means that if one is fractured, it can heal. However, if for some reason one or more are surgically removed they are gone forever. As I recall, when a procedure like this id done, some kind of welding or similar process is performed to continue to provide support for the spinal column. The only loss is some measure of flexibility in the spine itself after suitable recovery and exercise to loosen things up.
