I think you mean "spinal stenosis", or narrowing of the vetebral opening. This is usually isolated to one part of the spine or another, and can reduce signals the brain is sending, and or cause pain. Cervical stenosis (in the neck) can cause weakness and numbness in the hands.
Lumbar (low back) stenosis is often accompanied by pain down one or both legs, and sometimes weakness.
If it's really bad, they wll fix it surgically (unless you're really old and sick) with a procedure called a laminectomy.
